Not if they know what they're doing. Even US CyberCOM can't trace the now almost daily attacks on the Pentagon ...tho most broadly originate from addresses in China, Iran, NKorea and Russia.
I asked our daughter to read that article last night and her assessment was that it's primarily a vulnerability with companies that decide to self-host vs using a hosting service ...because it's typically much easier to hack such sites.

In some cases yes, but in most no. The vast majority of these A-Holes are, Russian, Eastern European or Chinese based and we have few methods or resources to bring these perps to justice in these countries when there is no eradication relationships or desire to help as these countries benefit economically from the hacking..
The main problem lies with the Chinese, but we in North America have decided that the access to their cheap products supersedes our desire to only do business with law abiding, ethical and responsible countries. JMO

Amen to that! ...and Bill Clinton fought (and won) to get Congress to put China on the US "Most Favored Nation" list, and then pushed internationally to get them into the World Trade Organization (WTO).:doh2: What BS! Presumeably we got some political benefits in return (besides cheap product which they're happy to sell to anyone) but if we did I never saw it.
Ooops, I guess this not a political thread so I'll stop there -lol.
