New member can't sign up - Help Hans

A friend of mine that has the screen name Hans over at TS signed up over here. He can sign in but can't post. He gave me his password and I tried it also and it does not work. It says that he is not approved or or or.

What is the process or approval time for a new member to sign up here ?

What should I tell him ?
