Homeless man with underpants on head first to be arrested under Boulder's new nudity law


BOULDER — Police made their first arrest under Boulder's new public nudity law Thursday, taking into custody a man who they say was begging in the nude on a highway off-ramp at rush hour while wearing a pair of woman's thong underpants on his head.


Glenn Ford, 55, was arrested on suspicion of violating the city's municipal ordinance prohibiting public nudity, approved by the Boulder City Council on April 6. The law went into effect May 6.


The ordinance was adopted to give police an alternative to stricter state public indecency and indecent exposure laws, which can result in stiff penalties and a requirement that the offender register as a sex offender.


Boulder's new law carries fines up to $1,000 and/or 90 days in jail. People convicted of violating the local code do not face mandatory registration as sex offenders.


Ford, a homeless man who has had contact with police on several occasions, was sentenced Friday in municipal court to eight days in jail.
