Hmmm....with all the vintage Mustang and Camaro aftermarket crate cars now available, this could be a very nice business bringing them to turn-key offerings. I hope it passes!!

Gene Green (D-TX) have introduced bipartisan legislation that would enable low-volume car manufacturers to produce turn-key replica vehicles for customers nationwide. Hasn't this been a bad issue with a few companies trying to do this and failing? How would this bill make it different?

I think prior ones started with an existing VIN else (if built from scratch with no existing VIN to build off) could not get registered in many states and only as a 'home-built' in others. This would permit new 'vintage' cars as legitimate offerings.

I'm not sure who this benefits, but it doesn't seem to be the Cobra class (there are others in this class). That is, today you buy a whole kit and put it all together yourself. No change there.

Then there are the ones that build completed bodies - rollers. This would seem to allow them to install a power train and sell a complete vehicle. But that engine would have to be emissions compliant at time of manufacture.

Who wants a Cobra with a Coyote engine from a manufacturer? I'd rather do what we do today - buy the roller and install a period correct power train post delivery.

That's not a Cobra, just plain ugly without the spoilers, hood scoop, and side stripes, etc.

I've only bought one GM produced car in my life.

Paid $125 for it. Sold the motor for $250. Junkyard gave me $50 to pick it up for scrap.

Good investment in my early 20's. :rofl3:

Not necesarily. I think the whole point is to permit 25+ y.o new 'vintage' vehicles as they were -- engines and all ...that's where the fight has been as I understand it ...convincing the far left that a few thousand vehicles/year is not going to spin the planet into CO2 armegeddon given that jet planes are approaching 50% of all transportation CO2 so 1/1000 of a percent for some new 'vintage' cars is rounding error. Not that Obama would ever sign it :doh: People like Shelby Autos gets away with it with the Cobras because the volumes are so low (they had a long-standing special exception on the Series-1), but they have to sell you a Cobra and then you have to contract with someone (them or somene else) separately to install the powertrain -- so it can be considered a hand-built car and side-step the emissions compliance. This Bill would essentially legitimize the purchase as a one step TURN-KEY purchase -- not the phony 'home-built' game. At least that's my understanding.

Some additional info on this pending legislation that answers some questions that the SEMA article didn't address like emissions (no emissions test but must use modern previously-certed) engines ...must be an exact copy car designs (with manufacturer's permission) ...will get a Fed VIN. Would be nice if OEMs issued official extention 'vintage' VINs (could be complicated -lol) but no mention of that.

I'll take my '68 with a 5.2FPC please :chirp: ;-)

This SEMA-stumped bill garnered much enthusiast support and was ultimately included in the late 2015 transportation bill and was ultimately signed into law.
