Over the weekend went to Sams and got a passport photo. Time to renew. Picked up yesterday. Filled out form on line. Put form and old passport into the envelope. Had to go to post office and the self serve weigh-and-postage machine is down. Now I know why. Got in line, 20 people. Long enough to read forums on my phone. Got to agent. Wanted to charge me 4.60 to mail an envelope. Declared it "a package". BS. Took envelope back went home, wife's not-too-accurate says 2-3 oz. Put 3 stamps on. Drop in box tomorrow. What a crock!!!

Yeah, all envelopes that are either over 0.25" thick or not flexible enough to readily bend to a specific radius necessary to go through the automated sorters, are considered packages.
Putting the stamps on it might get it through anyway or might get it sent back to you (probably not b/c it's a passport). Worse, if it gets torn open in an automated machine your old passport might not get forwarded back to you for months (or at all) which could complicate re-applying. Hope not but, if it was me, I'd spring for the correct postage AND add a return-receipt or just signature-required (cheaper than return-receipt) so I know. I mean it's a passport app ...not something you want to go astray.
Even w/o a return-receipt or signature, at least you get a tracking number if it's a package.
